On January 31, 2012, City Manager, Edmund F. Sotelo, was placed on leave of absence with pay. Karen Burnham, at that time, automatically became Acting City Manager under well-established city policy of which City Council was aware.

The Interim City Manager appointment could not be made on January 31st because of the notice requirements of the Ralph M. Brown Act. The matter of interim appointment is being placed on the agenda for February 7, 2012.
